Strategy for repowering gas-fired CCGT and thermal desalination assets
Client Challenge
The Client, a leading Independent Water and Power Producer (“IWPP”) based in the UAE, faced the following challenges:
- Power and Water Purchase Agreements (PWPA) nearing expiry
- Power generation units reaching the end of their technical lifetime with obsolete integrated Multi-Stage Flash desalination plan
- Potential asset impairments The Client needed to understand the economic value of different technology options to inform their commercial negotiations with the off-taker
Tangible impact
EMRC’s work enabled the Client to:
Identify on the highest value technology options
- Understand the likely overall dispatch profile that each technology option would offer
- Put forward a tariff offer which reflected the economic value of the assets to the power and water system
- Perpetuate the asset lifetime and minimise financial impairments
Our approach
Market modelling of the UAE power and water market using proprietary market modelling tools.
Delivery of a re-contracting and repowering strategy for the 1500MW/100MIGD Shuweihat S1 IWPP, the 1600MW Shuweihat S3 Independent Power Project (“IPPs”) in Abu Dhabi and the 1800MW Hamriyah IPP currently under construction in Sharjah.
Development of a power market study and postP(W)PA assessment.
